Work Packages

WP1 Systematic evaluation of literature on resilience in the context of natural hazards and disasters

Aims

    • To identify the key dimensions of resilience across a range of disciplines and domains

    • To define key terms

    • To systematically identify scale and time dependency of definitions

WP2 Development of a conceptual framework of frameworks

Aims

    • To improve the framing of resilience in the context of disasters in Europe

    • To provide a general conceptual framework of resilience to guide the detailed analysis in WP3, 4 and 5

WP3 Disaster Data Review and Needs Assessment

Aims

    • Improve the human impacts data for disasters in Europe as one part of the data needs for measuring resilience

    • Identifying challenges and solutions for data providers to provide data needed to measure resilience in disaster

    • Develop indicators and indicator systems to measure resilience concerning natural disaster events

WP4 Modelling Societal Resilience

Aims

    • To develop and assess indicators of societal resilience using holistic concepts and tools

    • To develop a model of societal resilience through simulation experiments and explore implications of different measures to increase resilience

WP5 Contextualising Resilience: Case studies across Europe

Aims

    • To characterise the five case studies along shared dimension (e.g. hazard, governance context, socio-demographic-setting etc.)

    • To ensure the comparability of indicators and models in a cross-cultural context and to evaluate the validity of indicators and models developed in WP 3 and 4

    • To ‘test’ and ground the previously elaborated conceptual framework to contribute to the reformulation and adaptation of the framework in WP 6

WP6 Refinement of the framework: bridging theory, methods and practice

Aims

    • To draw out the key lessons from the findings of previous WPs throughout the project and to systematize the different concepts/frameworks of resilience; grounded empirically as well as theoretically

    • To refine the emBRACE framework and prepare the material for WP8

WP7 Knowledge Exchange

Aims

    • Organization of expert workshops at various stakeholder levels amongst different regions to exchange knowledge on societal resilience

    • Share knowledge to inform appropriate formats for targeted stakeholder materials and guidelines

    • Build networks of experts in multi-disciplinary sectors which deal with resilience or resilience building in the case of disasters

WP8 Policy and practice communication outputs to improve resilience building in European societies

Aims

    • To support policy makers at all levels from the European to the local, by providing policy relevant information on pathways to improve governance for enhanced resilience in European societies

    • To support policy implementers at a range of levels with appropriate materials to meet their needs to improve governance and action for enhanced resilience in European societies

    • The overall aim of WP8 is to tailor a number of communication products and packages to convey the project outputs and outcomes effectively to multiple collaborators, stakeholders and user groups. The emBRACE project is designed from the outset to be collaborative, not just within the emBRACE partner group and wider community of academics but with the broader community of stakeholders with which it plans to cooperate. Thus, the wider stakeholder group will be both the producers and the recipients of the emBRACE products

WP9 Coordination, Administration and Management

Aims

    • Organization of project meetings and expert workshops at various stakeholder levels amongst different regions to exchange knowledge on societal resilience

    • Preparation of management and activity reporting and project consortium meetings

    • Overall coordination and monitoring of project activities, timelines, budgets
